Discuss and consider action to award a construction contract for the 2018 Community Development Block Grant (CDBG) Pavement Rehabilitation Project on Mill Creek Rd. and Green Meadows St. to Smith Contracting Company, the lowest responsible bidder of six (6) bids received on May 10, 2018, in the amount of $545,038.00 and authorizing the City Manager to execute same.
Summary
This project includes 4,760 square yards of paving, concrete curb and gutter, concrete ribbon curb, driveway replacements, storm drain pipe and structures and valve and manhole adjustments.
Dannenbaum Engineering, the project’s design consultant, completed design work for this project in April 2018.
The attached bid tabulation shows the bids in which Smith Contracting Company was the low bidder at $545,038.00. The estimated cost of this project was $515,538.
Status
The project was advertised for bids on April 25, 2018. Six (6) bids were received and opened on May 10, 2018.
Fiscal Impact
The funding for this project has been designated as part of the 2014-2017 Community Development Block Grant Program (CDBG) in the amount of $497,136.58; and additional funding through the general fund. Staff is proposing using funds that were allocated in the Administration Department for Wayfinding in the amount of $75,000, as the offset for the additional $47,901.42. A budget amendment will be prepared for Council's consideration at the June 12 meeting.

Staff recommends awarding the construction contract for the 2018 Community Development Block Grant (CDBG) Pavement Rehabilitation Project on Mill Creek Rd. and Green Meadows St. to the lowest responsible bidder, Smith Contracting Company, in the amount of $545,038.00.
