Title
Conduct the second public hearing and consider adopting a resolution providing approval of the proposed Community Development Block Grant (CDBG) program 2016 Action Plan - Third Amendment.

Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The proposed 2016 Amended Action Plan is available for public viewing May 9, 2018 - June 12, 2018 at the following link: www.pflugervilletx.gov/cdbg or at the Pflugerville Public Library and the Travis County Community Center.
The allocated funding available for actions and activities for the 2016 Program Year is $245,700. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years.
In January, design of the CDBG roadway projects outlined in the 2016 Action Plan began. Design for Mill Creek and Green Meadows has been completed as well as the majority of El Malino, and the actual construction cost is now known as opposed to the estimates that were utilized in previous amendments. The proposed amendment is to reflect the allocation of grant dollars to each roadway project based on actual construction costs. Projects 1-3 described below total $245,700.
