Approving the selection of Kimley-Horn and Associates, Inc. for professional engineering services associated with the preparation of a Transportation Master Plan and authorizing the Interim City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to prepare a Transportation Master Plan. The objective of this request was to identify and engage the most qualified engineering consulting firm to assist the City in preparing a master plan to address the city’s growing transportation needs.
The request for qualifications included planning tasks for multiple horizon-year scenarios up to and including a full build-out.
Tasks for possible inclusion in the scope of services for the plan are:
· identification and evaluation of the City’s existing and future land uses and travel patterns;
· evaluation of the City’s existing transportation network;
· a demographic analyses;
· travel demand modeling;
· conceptual roadway alignment development;
· financial analyses and forecasting;
· consideration and modification of the City’s current Capital Improvement Program (CIP) evaluation criteria;
· development of a multi-phased prioritized CIP plan;
· evaluation and modification of the City’s current transportation engineering criteria, specifications and standard details;
· consideration of future Transportation Impact Fee study needs; and
· a comprehensive public involvement plan.
Status
City staff received two (2) statements of qualifications (SOQs) which were reviewed and scored. A copy of the scoring matrix is attached to this agenda item. Kimley-Horn and Associates, Inc. was selected as the most qualified firm for this project.
