Title

Approving the selection of Kimley-Horn and Associates, Inc. for professional engineering services associated with the preparation of a Transportation Master Plan and authorizing the Interim City Manager to enter into negotiations regarding a scope of work and fee proposal.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms to prepare a Transportation Master Plan. The objective of this request was to identify and engage the most qualified engineering consulting firm to assist the City in preparing a master plan to address the city’s growing transportation needs.

The request for qualifications included planning tasks for multiple horizon-year scenarios up to and including a full build-out.

Tasks for possible inclusion in the scope of services for the plan are:

                     identification and evaluation of the City’s existing and future land uses and travel patterns;

                     evaluation of the City’s existing transportation network;

                     a demographic analyses;

                     travel demand modeling;

                     conceptual roadway alignment development;

                     financial analyses and forecasting;

                     consideration and modification of the City’s current Capital Improvement Program (CIP) evaluation criteria;

                     development of a multi-phased prioritized CIP plan;

                     evaluation and modification of the City’s current transportation engineering criteria, specifications and standard details;

                     consideration of future Transportation Impact Fee study needs; and

                     a comprehensive public involvement plan. 

Status
City staff received two (2) statements of qualifications (SOQs) which were reviewed and scored. A copy of the scoring matrix is attached to this agenda item. Kimley-Horn and Associates, Inc. was selected as the most qualified firm for this project.

 

Projected Future City Council Action

A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month and a contract will be presented for Council review and consideration.

 

Fiscal Impact

The funding for this project is included in the fiscal year 2018 strategic planning funds in the City General Fund Administration department budget.

Staff recommends the selection of Kimley-Horn and Associates, Inc. for professional engineering services associated with the preparation of a Transportation Master Plan.
