Discuss and consider action to approve a Transit Development Plan (TDP).
Summary
Adopted in 2010, the Pflugerville 2030 Comprehensive Plan identified goals regarding the potential for the development of public transportation. Included among the transportation goals were to "have a regional transportation presence to ensure connectivity between emerging destinations and centers both within and external to Pflugerville and to maintain a voice in regional transportation planning and funding cycles" (Goal 1); and, to "balance land use and transportation infrastructure to make living, working, shopping and playing in Pflugerville safer and more convenient for residents and visitors" (Goal 2). With those goals in mind, in 2015 the City of Pflugerville entered into an interlocal agreement with Capital Metro to create a 3-year Transit Development Plan (TDP). This plan identifies policies and strategies for achieving the city’s transit goals and objectives and presents program options for their implementation.
During the spring of 2016 public meetings and open houses were held to gather public input for development of the plan. Over the course of the following year, the TDP was drafted and includes:
a) Maps indicating areas to be served and the type and level of service to be provided.
b) A monitoring program to track performance measures for ongoing service evaluation and annual National Transit Database reporting.
c) A three-year financial plan listing operating and capital expenses, a capital acquisitions or construction schedule, and anticipated revenues by source.
d) The implementation program including a detailed list of projects or services needed to meet the goals and objectives in the TDP, including projects for which funding may not have been identified.
e) A format for yearly reporting of performance measures such as average daily ridership, annual ridership, passengers per mile and per hour, cost per passenger trip, etc., and administrative updates to the TDP.
f) A transit marketing toolbox to help guide marketing of future service.
As transit pressures in the city and the region increase, this item provides the opportunity to hold additional discussions regarding the TDP and outline transit options for Pflugerville, including the development of pilot approaches to assess feasibility.
Prior City Council Action
The City Council approved a Project Grant Agreement (PGA) with Capital Metro regarding the use of 5307 funds for the Pflugerville Transit Development Program (TDP) in January 2015.
The City Council approved an interlocal agreement with Capital Metro in October 2015 for creation of the 3 year TDP.
The City Council received a briefing on the draft plan and addendum at the July 24, 2018 meeting.
