Approving the selection of Kimley-Horn & Associates, Inc., DKS Associates and Pacheo Kochand to provide services associated with the 2018-2020 Traffic Improvements Projects and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to assist the City in analyzing, planning, design, bidding and construction assistance for Traffic Improvements Projects in 2018-2020.
The request for qualifications (RFQ) represents the process to be utilized in selecting the most competent and qualified firms from which the City may negotiate contracts for engineering services that will be necessary to complete various traffic improvement projects. These scopes of work may include, but will not be limited to, traffic studies, signal warrant analyses, turn-lane analyses and designs, traffic signal designs, signal timing and signal coordination plans development and implementation, PS&E development, bidding and construction phase services, and any other traffic and/or intersection related engineering analysis or design tasks required by the City. By creating a prequalified list of engineering firms for traffic improvement projects, City staff will be able to move quickly to scope and kick off traffic related projects since the qualifications of the firm have already been vetted and the selection of the firm approved by City Council. Where required by City procurement requirements, future professional service agreements related to Traffic Improvements Projects in 2018-2020 will be brought forward for City Council consideration.
Status
City staff received nine (9) statements of qualifications (SOQs) which were reviewed and scored. The top ranking firms from the scoring were Kimley-Horn Associates, DKS Associates, Pacheo Koch, Lee Engineering, and RPS Klotz. A copy of the scoring matrix and the Request for Statements of Qualifications are attached to this agenda item.
The top ranked firms were interviewed on August 20, 2018. Kimley-Horn & Associates, Inc., DKS Associates and Pacheo Koch were selected as the most qualified firms.
Projected Future City Council Action
As project needs occur, staff will negotiate and schedule contract approval for Council review and consideration.
Fiscal Impact
The appropriate funding for these projects will be determined before presentation to Council.

Staff recommends the selection of Kimley-Horn & Associates, Inc., DKS Associates and Pacheo Koch for professional engineering services associated with the 2018-2020 Traffic Improvements Projects.
