Title
Approving an agreement with Kimley-Horn and Associates, Inc. in the amount of $234,126 for professional engineering services associated with the preparation of a Transportation Master Plan.

Summary
The Transportation Master Plan is a long-range plan that will identify transportation goals, facilities, and policies the City of Pflugerville to consider as it continues to be one of the fastest growing cities in America.
The transportation planning process will define future investments that will move people and goods to and from destinations in a safe and efficient manner. Development of this plan will be a collaborative process that analyzes a variety of alternative scenarios so citizens, stakeholders, and elected officials can make informed decisions about the facilities and policies needed for a fully built-out City of Pflugerville. The analysis and process will be summarized in an Implementation Plan that will have the flexibility to adjust as the City’s needs change.
The scope of work for this project includes the development of an existing and future transportation model, capital improvement planning, an evaluation of existing engineering criteria with recommendations for updating the criteria where appropriate including traffic impact analysis requirement thresholds, financial needs analysis including summary and presentation to City Council regarding traffic impact fees, implementation plan, public input support and project management.
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff has negotiated with Kimley-Horn and Associates, Inc.to establish a scope, schedule and fee that serves the needs of the City and the project. Given the services necessary to complete the project, staff finds value in the qualifications of the project team and proposed project fee.
