Approving the selection of Halff Associates, Inc. for professional services associated with the 2018 Lake Pflugerville Park Improvements & Biehle Property Concept Project and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications (RFQ) from landscape architecture firms to prepare design and construction documents for Lake Pflugerville Improvements as well as conceptual planning for the Biehle Property. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in preparing design and construction drawings for improvements to Lake Pflugerville and assist the City with implementation of those for a successful completion of this project.
The request for qualifications included the following tasks:
- Lake Pflugerville Master Plan Refinement and Conceptual Planning for the Biehle Property
- Design & Construction Documents for Lake Pflugerville Improvements
- Permitting & Bidding
- Construction Administration
Status
City staff received seven (7) statements of qualifications (SOQs) which were reviewed and scored by a panel comprised of staff from Parks & Recreation, Development Engineering, CIP Engineering and Planning departments. Interviews were conducted with the top three firms after scoring SOQ's. Copies of the RFQ, evaluation criteria and scores are attached to this agenda item. Halff Associates, Inc. was selected as the most qualified firm for this project.
Projected Future City Council Action
A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place in the next month.
Fiscal Impact
The total available funding for this project is $3,600,000 from the 2014 General Obligation Bonds.
