Title
Approving the selection of Brinkley Sargent Wiginton Architects for professional services associated with the Pflugerville Recreation and Senior Center Needs Assessment & Feasibility Study and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

Summary
The City of Pflugerville solicited requests for qualifications (SOQ) from architecture firms to prepare a Needs Assessment & Feasibility Study for Recreation and Senior Center(s) and if a project is warranted, approved and funded, to prepare design and construction documents and assist with the successful implementation of those through construction. The objective of this request was to identify and engage the most qualified consulting firm to assist the City with this project.
The request for qualifications included the following base tasks:
- Needs Assessment & Feasibility Study

The request also included the following OPTIONAL TASKS SHOULD A PROJECT BE WARRANTED, APPROVED AND FUNDED:
- Design & Construction Documents
- Permitting & Bidding
- Construction Administration

Status
City staff received seventeen (17) statements of qualifications (SOQs) which were reviewed and scored by a panel comprised of Parks & Recreation staff. Interviews were conducted with the top three firms. Copies of the RFQ, the evaluation criteria and scores are attached to this agenda item. Brinkley Sargent Wiginton Architects was selected as the most qualified firm for this project.

Projected Future City Council Action
A future agenda item will be scheduled to approve the contract for the project. Staff anticipates negotiations to take place very quickly and a contract will be presented for Council review and consideration at a future meeting in September.

Fiscal Impact
The funding for this project in the amount of $100,000 is included in the fiscal year 2018 long term planning funds in the City General Fund Administration department budget.
