Approving the award of a construction contract for the Recreation Center Renovation Project to H.C.S. Inc, General Contractor, the lowest responsible bidder from three total bids received and opened on August 9, 2018, and authorizing the City Manager to execute same.

Summary
The Recreation Center Renovation Project includes the renovation of the senior room and current children’s nursery into a large multi-purpose room with a room divider. This renovation also includes accessibility improvements to the existing single restroom located in the space, as well as repurposing a storage area into office space for the Seniors Program Coordinator. This renovated space will be used mainly for senior programming.
This project was originally part of the Bohls House Renovation Project. In June of 2016 the City Council approved $600,000 for the design and construction of that project. Reserve funds of $100,000 were approved for design and $500,000 of Certificates of Obligation (CO) were approved for construction, including $25,000 for network improvements for Heritage Park and $100,000 for the Recreation Center renovations. The Bohls House and Heritage Park portions of that project halted when the City Council declined to proceed with the project with award of a construction contract in December of 2017. The seniors program continues to grow and additional space for it has been a priority for quite some time, so staff proceeded with this specific part of the project.
This project will displace the existing children's nursery and associated babysitting service currently offered to Recreation Center users. The original plan was to move this program to space vacated by Parks & Recreation Staff when other office space was completed in the Bohls House. That project did not move forward, so there is no available space at the Recreation Center for the babysitting program.
