Title

Approving the selection of Kasberg, Patrick and Associates, LP (KPA) for professional engineering services associated with updating the City’s Standard Construction Specifications and authorizing the City Manager to enter into an agreement with KPA in the amount of $97,440.00 for these professional engineering services.

 

Summary

The Standard Construction Specifications Update will be a full, formal revision of the City's construction specifications.  KPA will be responsible for taking a holistic look at updating all specifications to ensure consistency with all City codes, standard details, and requirements.

KPA will lead an effort among multiple City departments to update the City’s Standard Construction Specifications. All construction activities in the City of Pflugerville are required to meet the standard construction specifications adopted by the City.  The last revision and update to the City’s standard construction specifications was in 2005. KPA was the firm selected to assist the City at that time. 

KPA will assist City staff in taking the updates forward for approval and formal adoption by the City Council. Stakeholders such as engineers, developers and contractors will be allowed general review and comment periods throughout the process prior to final recommendation to the City Council.

The attached agreement has been reviewed and approved as to form by the City Attorney.

Status
City staff received one (1) statements of qualifications (SOQs). As the only firm to submit a statement of qualifications, KPA has been recommended for selection as the firm to lead this effort for the City.

Staff requested both the selection and award of the agreement this evening to expedite this project so the project can begin. City staff has negotiated with KPA to establish a scope, schedule and fee for this project. Given the services necessary to complete the project, staff finds value in the qualifications of the project team and proposed project fee.

 

Fiscal Impact

The funding for this project in the amount of $100,000 was allocated in the FY 18 General Fund CIP Engineering budget under Other Professional Fees as the Specifications Update line item.   

 

Staff Recommendation

Staff recommends the selection of Kasberg, Patrick and Associates, LP and approval of this agreement with KPA in the amount of $97,440 for professional engineering services associated with updating all standard construction specifications.
