Title
Approving an agreement with Kimley-Horn and Associates, Inc. in the amount of $99,924 for professional engineering services associated with coordination and preparation for the City to assume responsibility for traffic signals currently managed by the Texas Department of Transportation (TxDOT) on state-maintained roadways.
Summary
In accordance with Texas Administrative Code: Title 43, Section 25.5, after the City of Pflugerville population exceeds 50,000 in the next federal census, installation, operation, and maintenance of signals on state highway systems are the responsibility of the City. The City currently has two state-maintained Farm-to-Market highways (FM 1825 and FM 685) and will take over maintenance and operations (M&O) responsibilities for the traffic signals on these corridors after the 2020 census is published. The City has begun preliminary discussions with the TxDOT Austin District staff to develop a plan for state improvements to those signals if the City would accept M&O responsibilities early.
The agreement with Kimley-Horn and Associates, Inc. (KHA) provides the City with assistance with the transition and provides for the evaluation and assessment of each existing TxDOT traffic signal including the capabilities of the existing systems. The scope of the project includes evaluation and inventory of existing TxDOT signals, traffic signal assessment, TxDOT coordination, development of preliminary wireless communication network architecture, and project management.
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff has negotiated with KHA to establish a scope, schedule and fee for this project to facilitate planning, design, TxDOT coordination and implementation tasks that serve the needs of the City. Given the services necessary to complete the project, staff finds value in the qualifications of the project team and proposed project fee.
Prior City Council Action
City Council approved the selection of Kimley-Horn and Associates, Inc. at the August 28, 2018 City Council meeting for professional engineering services associated with the 2018-2020 Traffic Improvements Projects and authorized the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Fiscal Impact
The funding for this project in the amount of $100,000 was allocated in the FY18 CIP Engineering budget in the Other Professional Fees Traffic Signal Upgrades Design line item.
