Summary
Staff has been working towards the development of an Athletic Field Use Policy that when approved by City Council will establish important items like a hierarchy of users, an appropriate space allocation methodology, and cost recovery requirements.
Staff previously discussed several components of this process, including a proposed hierarchy of users and space allocation methodology with the City Council in 2014, 2015 and most recently at the August 14, 2018 City Council meeting. Staff has worked with several youth sports leagues in order to get feedback, set expectations and discuss fee structures and payment methodologies.
The Athletic Field Use Policy will apply to sport programs offered by the Pflugerville Parks and Recreation Department and sports programs operated by partnering organizations that use property under the control of the City, whether owned or leased, and/or receives any form of financial or in-kind support from the City.
Attached is the resolution and final draft of the Athletic Field Use Policy.
The City Attorney has approved the resolution as to form.
