Discuss and consider action to approve a resolution for City of Pflugerville participation in the 2019-2023 Austin-Round Rock MSA regional air quality plan.
Summary
The Austin-Round Rock Metropolitan Statistical Area (MSA) has air pollution levels that are close to violating the federal standards for ground-level ozone. The Clean Air Coalition efforts are administered by the Capital Area Council of Governments (CAPCOG), in which the City of Pflugerville participates, represented by Councilmember Heath.
The attached resolution has been requested for consideration in support of the region's clean air efforts at the local level.
Attached is a guide is to provide members of the Central Texas Clean Air Coalition with guidance on the selection and implementation of air pollution measures in support of the Austin-Round Rock MSA’s 2019-2023 Air Quality Plan, the goals of which are to: 1) maximize the probability of compliance with the National Ambient Air Quality Standards (NAAQS); and 2) to otherwise minimize the health and environmental impacts of regional air pollution.
Prior City Council Action
The most recent action of the City Council was on August 8, 2017 at which an interlocal agreement between CAPCOG and the City of Pflugerville for continuation and support of the CAPCOG Regional Air Quality Program was approved.
Deadline for City Council Action
CAPCOG requests organizations to act on resolutions by the end of October.
Projected Future City Council Action
No additional action is required.
Fiscal Impact
The City of Pflugerville contributes supplemental funding to CAPCOG in support of the program as a participating CAPCOG member jurisdiction in the Clean Air Coalition in the amount of $10,307 for FY19.
