Title
Approving the selection of DCS Engineering, LLC, CP&Y, Inc., and Freese and Nichols, Inc. to provide services associated with the Weiss Lane Lift Station and Force Main Analysis and System Upgrades Projects and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to assist the City with the Weiss Lane Lift Station and Force Main Analysis and System Upgrades Projects. The overall scope involves three basic work components including (1) lift station and force main hydraulic modeling, (2) existing system evaluation and alternatives analysis of system upgrades and (3) final design, bidding and construction phase services for the recommended lift station and system upgrades.
City staff received six (6) statements of qualifications (SOQs) on October 15, 2018 which were reviewed and scored by a scoring committee of four staff members. The committee then interviewed the top three firms, DCS Engineering (DCS), LLC, CP&Y (CP&Y), Inc. (CP&Y) and Freese and Nichols (FNI), Inc. A copy of the scoring matrix and the Request for Statements of Qualifications are attached to this agenda item.
After interviewing the top ranking firms, it was determined that DCS is the most qualified firm for the system evaluation and alternatives analysis work component. Because multiple design and construction projects for the recommended system upgrades are anticipated, City staff recommends the selection of both DCS and CP&Y for this component of the project. City staff determined that FNI is the most qualitied firm for the lift station and force main hydraulic modeling due to their experience with the Wastewater Master Plan Update that is currently in progress. Staff recommends executing a supplemental agreement to add the hydraulic modeling effort to the Wastewater Master Plan Update contract.
