Title
Approving the selection of WesTech Engineering, Inc. as the best value offeror for the Circular Clarifier Sludge Collector Equipment necessary for the upcoming Central Wastewater Treatment Plant Expansion Phase 1 and Phase 2 Projects and authorizing the City Manager to enter into negotiations as needed to finalize purchase agreements.
Summary
On October 23, 2018, Council approved a resolution authorizing the use of the competitive sealed proposal procurement method for the Central Wastewater Treatment Plant Expansion project, including the preselection of vendors for major treatment process equipment. As explained during a presentation by City staff at the October 23rd meeting, preselecting equipment vendors prior to completing the design of the project will allow the City’s engineering design consultant to finalize the design around a single process equipment supplier. This will avoid the need to issue a construction plan set with alternate designs for multiple vendors, which could cause confusion during the construction bidding process and potentially lead to higher bid prices, but will still allow the City to take advantage of the competitive bidding process for procurement of the equipment.

On November 28, 2018, City staff received competitive sealed proposals from four vendors interested in providing circular clarifier sludge collector equipment for Phase I and Phase II of the WWTP expansion project. Although Phase II of the project isn’t expected to start construction until 2021, the Phase II equipment was included with the Phase I procurement to allow the City to take advantage of the competitive bidding process for both project phases prior to standardizing on one equipment vendor.
