Title

Authorizing the City Manager to execute a Second Amendment to the Facility Use Agreement with Pflugfun Watercraft Rentals for the Kayak/Canoe Rental Concession at Lake Pflugerville.

 

Summary

A second amendment to the rental concession agreement with the Pflugfun Watercraft Rentals and proprietor, Mr. Randy Martin, is proposed.  The amendment will allow for a continuation of the 2013 agreement that included the option for two one-year extensions for a total of three years.  The amendment allows the extension of the agreement for one year with the option of two additional one year extensions with the mutual consent of the City and Mr. Martin.  There are no other changes to the original agreement proposed with this amendment.

 

The Pflugfun Kayak/Canoe Rental Concession began operations at Lake Pflugerville on June 5, 2010. The agreement allows the operation of the concession from March through October and establishes the percentage of gross revenue that the City receives at 15%.

Pflugfun generally operates at least five days per week for the Summer period (between the Memorial Day and Labor Day). Outside of this period, they follow the Pflugerville ISD calendar and open when the kids are out of school and the weather is conducive to water activity. The best example of this is Spring Break. Pflugfun last year averaged about five rentals per weekday during their regular Summer and between twenty and forty average on weekends. The big variance for weekends was due to weather.

Pflugfun has also been a great community partner since its relationship with the City began in 2010. They have assisted the City and many local volunteer groups by allowing them to use kayaks, canoes, and paddle boats to clean up debris from within the water and along the shoreline/parkland area.  

Prior City Council Action

The initial agreement was considered and approved by the City Council in 2013. The first amendment to this agreement was considered and approved by the City Council at its February 23, 2016 Regular Meeting.

 

Deadline for City Council Action

Action is requested on January 22, 2019 to allow adequate time for the business to prepare to open in March 2019.
