Title

Discuss and consider action to approve a resolution creating and making appointments to a Parks & Recreation Advisory Board for the Senior Center and Recreation Center Needs Assessment & Feasibility Study Project.

 

Summary

The Senior Center and Recreation Center Needs Assessment & Feasibility Study Project involves identifying several key findings such as demand for a new center or centers, potential size and amenities of any new center(s), ideal location and cost estimate(s).

 

Staff began the project late last fiscal year with the selection and contracting of Brinkley Sargent Wiginton Architects (BSW).  BSW has completed most of the preliminary data collection and is ready to proceed with the next phases of the project. There is a public input survey currently online and located on the city's website.

 

Staff has identified this project as one that would benefit from the creation of a parks and recreation advisory board.

 

Per Section 8.10 of the City of Pflugerville’s Charter, the City Council shall appoint a parks and recreation advisory board consisting of seven members as needed to facilitate specific parks development projects or activities. Each councilmember and the mayor shall be responsible for appointing one member. These boards are to be established for a specific purpose and timeframe.

 

Duties of the board will be:

                     - Review public input

                     - Review other project deliverables

                     - Give feedback to city staff regarding community needs, facility concepts, ideal location(s) and cost estimates

 

The project schedule is as follows:

                     - City Council approves resolution creating a Parks & Recreation Advisory Board and appointing its members (January 22, 2019)

                     - Online survey 30 days (December 15, 2018 - January 30, 2019)

                     - Open House/stakeholder meetings 1 day (February 2019)

                     - Site selection (February 2019)

                     - Committee Site Tour (February 2019 or March 2019)

                     - Findings/Report (April 2019)

                     - Parks & Recreation Commission and City Council (April 2019 to July 2019)

 

As specified by Section 8.02 of the City Charter, members of the Parks & Recreation Advisory Board must be registered voters of the city who have resided within the corporate city limits for at least twelve months preceding the appointment. Members shall serve without compensation and shall not be employed by or hold any other position in city government.

 

Prior City Council Action

This was discussed at the January 8, 2019 City Council Work Session and at that time staff requested that each City Council Member bring at least one name for possible appointment to the board.

 

Names for appointments to this advisory board may be submitted to the City Secretary for inclusion in the attached draft resolution which will be presented for consideration on January 22, 2019.

Recommended Action

Approve the resolution creating and making appointments to a Parks & Recreation Advisory Board for the Senior Center and Recreation Center Needs Assessment & Feasibility Study Project on January 22, 2019 with a term beginning on that date and ending no later than July 31, 2019.
