Title
Authorizing the City Manager to execute three dedication deeds for multiple final platted, public open space lots within the Highland Park development.

Summary
The Highland Park residential subdivision was approved through an Alternative Land Use Regulation (ALUR) in 2002. Designed with a traditional neighborhood design, the development consists of varying residential lot sizes and housing types along with various pockets of public and private open space areas provided throughout the development. Examples of public open space approved with the ALUR include the large tracts of land between Kingston Lacy Blvd. and Great Basin Ave. "Parkland Areas", as well as medians within Mammoth Cave Blvd. and Craters of the Moon Blvd., all known as "Greenways". Less obvious public open spaces are "Traffic Islands" within Walnut Canyon Blvd. as well as small landscape and drainage areas known as "Natural Areas" adjacent to the lots on Portchester Castle Path. An amendment to the ALUR approved in 2007 identified approximately 122 acres of total public open space in the subdivision to be dedicated to the City, which will be complete with the proposed dedication. An attached exhibit identifies all of the open space areas within the development with reference numbers and clarifies the areas that are considered public, and those that will be dedicated to the City.

Dedication deeds are proposed from Continental Homes of Texas, L.P., for public open spaces within Phase C, Section 1; Phase C, Section 3; and Phase D, Section 6. Below is a description of the areas included in each deed:

The proposed deed for Phase C, Section 1 dedicates six "Natural Areas" which include landscaped areas along the east side of Heatherwilde Blvd (36, 38), north and south sides of Craters of the Moon Blvd (37, 40, 41), south side of Cane River Road (39), and five landscaped "Traffic Islands" along Craters of the Moon Blvd (42, 66-69).
