Title

Approving a professional services agreement with Pacheco Koch Consulting Engineers, Inc. in the amount of $213,650.00 for professional engineering services associated with the Pecan Street Intersection Improvements Projects.

 

Summary

Professional engineering services for Pecan Street (FM 1825) at several locations including Pecan Street at Biltmore Avenue; Pecan Street at FM 685 (Dessau Road); and Pecan Street at Heatherwilde Boulevard.  The scope is broken into tasks based on needs for each intersection project.

 

The professional engineering services for Pecan Street at Biltmore Avenue will include final design, bid phase for Corridor Analysis and Traffic Signal installation.  The scope of work includes design services to analyze the corridor between Biltmore to SH 130 southbound service road determining the lane configuration and median access with the addition of a traffic signal at the Biltmore intersection.  The Engineer will prepare roadway plan/profile sheets, cross sections, traffic signal design, driveway modifications, pavement striping plans, an engineer’s estimate, etc. for bidding.  Construction administration and Materials Testing will be added after Bidding as a Supplemental Agreement.  The tasks associated with this project include:

 

Task 1: Pecan Street Corridor Roadway Design Services

Task 2: Pecan Street Corridor Analysis and Traffic Signal Design

The second intersection includes analysis of Pecan Street at FM 685 (Dessau Road), which includes professional engineering services analysis to determine the optimal intersection configuration of Pecan Street and Dessaur Road.  This study will include analyzing ways to improve safety and efficiency of the intersection in order to determine necessary traffic improvement project(s) for construction in FY 2020 budget year.  The scope of work will include providing a written memorandum documenting ther intersection analysis and proposed operational design.  Cost estimates to compare up to two (2) alternative intersection designs will also be presented along with a cost/benefit analysis.  The report findings will be used for the schematic design and this project will be included as Task 3.

 

Task 3:Pecan Street/FM 1825 and Dessau Road/FM 685 Intersection Analysis

The third intersection includes analysis of Pecan Street at Heatherwilde Boulevard, which includes professional engineering services analysis to determine the optimal intersection configuration of Pecan Street and Heatherwilde Boulevard.  This study will include analyzing ways to improve safety and efficiency of the intersection in order to determine necessary traffic improvement project for construction in FY 2020 budget year.  Additionally, coordination with the HOA may be necessary related to the entry sign. The scope of work will include development of Final design PS&E, providing an engineer’s estimate necessary for construction upon availability of funds.  There are three (3) tasks associated with this project as Tasks 4, 5, and 6.

Task 5: Pecan and Heatherwilde Gateway Monument

Task 6: Meetings & Hearings

 

Prior City Council Action

August 28, 2018 City Council approved Pacheo Koch, as selected with two (2) other engineering firms to provide services associated with the 2018-2020 Traffic Improvements Projects and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.  The City of Pflugerville solicited requests for qualifications from engineering firms to assist the City in analyzing, planning, design, bidding and construction assistance for Traffic Improvements Projects in 2018-2020. By creating a prequalified list of engineering firms for traffic improvement projects, City staff is able to move quickly with scope and kick off traffic projects since the qualifications of the firm have already been vetted and the selection of the firm has been previously approved by City Council.

 

All three of these traffic improvement projects were previously approved for funding by council through a combination of Traffic Impact Analysis mitigation fees, general fund items, and Certificate of Obligation Bonds.
