Title

Approving a professional services agreement with DCS Engineering, LLC in the amount of $107,770.00 for professional engineering services associated with the Weiss Lane Lift Station and Force Main Analysis and System Upgrades Project. 

 

Summary

At the December 11, 2018 meeting, City Council approved the selection of DCS Engineering, LLC, along with two other firms, for professional engineering services associated with Weiss Lane Lift Station and Force Main Analysis and System Upgrades Project.  As indicated previously, the project generally involves three basic work components including (1) lift station and force main hydraulic modeling, (2) existing system evaluation and alternatives analysis of system upgrades and (3) final design, bidding and construction phase services for the recommended lift station and system upgrades.

 

City staff initially recommended the selection of Freese and Nichols (FNI) to perform work component 1 for the lift station and force main hydraulic modeling due to their experience with the ongoing Wastewater Master Plan Update and DCS Engineering was the firm most qualified to perform work component 2 for the existing system evaluation and future alternatives analysis of the project.  Yet, during project scoping with DCS for work component 2, it was determined that DCS should perform the majority of the hydraulic modeling for work component 1 with Freese and Nichols providing hydraulic modeling QA/QC support.

 

DCS’s hydraulic modeling results will be verified by FNI to confirm work component 1 and utilized for work component 2. After the system evaluation and alternatives analysis is complete and the recommended system upgrades are identified, the City will determine how best to utilize the firms selected for final design, bidding and construction phase services in order to complete the project in the most efficient and cost effective manner.  Where required by City procurement policies, future professional service agreements related to the Weiss Lane Lift Station and Force Main Analysis and System Upgrades Project will be brought forward for City Council consideration.

With the indefinite postponement of building a new Wilbarger wastewater plant and expanding the Central wastewater plant instead, the Weiss Lane Lift Station and Force Main Analysis and System Upgrades Project is needed to provide necessary maintenance for the continued use of the Weiss Lane Lift Station. 

 

Prior City Council Action

City Council approved the selection of DCS Engineering, LLC, CP&Y Inc., and Freese and Nichols at the December 11, 2018 City Council meeting for professional engineering services associated with Weiss Lane Lift Station and Force Main Analysis and System Upgrades Project.
