Approve a resolution appointing a Capital Improvement Advisory Committee.

 

Summary

The purpose of this item is to re-establish the city's capital improvement advisory committee  (CIAC) as required to vet the impact fee study and make recommendations to the City Council regarding the same. This process is governed by Chapter 395 of the Texas Local Government Code, specifically Section 395.058 in which the city's Planning and Zoning Commission may act as the advisory commitee if the commission includes at least one representative of the real estate, development, or building industry. While none of the current commissioners were specifically appointed for this purpose, one or more members do have this experience; however, if the impact fee is to be applied in the extraterritorial jurisdiction (ETJ), the membership must include a representative from that area. Staff recommends Mr. Matt Tiemann for this role since he resides in the Pflugerville ETJ and is actively involved in the industries specified in the statute.

 

The City of Pflugerville is working with Freese and Nichols, Inc. to update the city's water and wastewater master plans. The plans will result in the development of 5- and 10-year capital improvement plans consistent with the master plans in which the city will rely on revised impact fee schedules for each to proportionally fund many of the improvements.

 

The draft impact fee reports are anticipated within seven months, and the project is anticipated for completion within 11 months.

 

Staff recommends that Planning and Zoning Commission and Matt Tiemann, as an ad hoc voting member of the Planning and Zoning Commission when it acts as the CIAC, are hereby appointed as the Capital Improvement Advisory Committee.
