Summary
The City of Pflugerville is seeking to update the existing water impact fees, consistent with the requirements of Chapter 395 of the Texas Local Government Codes. The update process requires engaging a Registered Professional Engineering Firm to prepare documentation and calculations. Freese and Nichols has been previously selected to provide engineering services associated with the Water Master Plan Update, therefore the City seeks for the consultant to include a separate document for the Water Impact Fee Study. Specific tasks include updating the study area, updating an existing conditions analysis, determining the growth in water demands for the 10-year planning period, reviewing and updating the water impact fee capital improvements program, updating the service unit equivalency table and calculating the maximum fee per service-unit for the water system.

The results of the Water Impact Fee study will be coordinated through a Capital Improvements Advisory Committee (which is anticipated to be appointed by the City Council on anticipated for the March 26th City Council agenda) and culminate with adoption through a public hearing process. The Capital Improvements Advisory Committee as selected for the Water Impact Fee study will serve as the same committee for the Wastewater Impact Fee study for review and recommendations regarding each. Committee meetings public hearing process will include discussions for both water and wastewater results.

The current water impact fees were adopted by ordinance on June 10, 2014, a copy of which is attached for reference.

Prior City Council Action
City council approved the selection of Freese and Nichols, Inc. at the March 27, 2018 City Council meeting for professional engineering services associated with the Water Master Plan.
