Summary
City staff is requesting approval for purchase agreements with Ovivio USA, LLC. for the Biological Nutrient Removal Process Equipment in the amount of $1,488,590.00 for Phase 1 and $1,505,691.00 for Phase 2 of the Wastewater Treatment Plant (WWTP) expansion project.

On October 23, 2018, Council approved a resolution authorizing the use of the competitive sealed proposal procurement method for the Central Wastewater Treatment Plant Expansion project, including the preselection of vendors for major treatment process equipment. As explained during a presentation by City staff at the October 23rd meeting, preselecting equipment vendors prior to completing the design of the project will allow the City’s engineering design consultant to finalize the design around a single process equipment supplier. This will avoid the need to issue a construction plan set with alternate designs for multiple vendors, which could cause confusion during the construction bidding process and potentially lead to higher bid prices, but will still allow the City to take advantage of the competitive bidding process for procurement of the equipment.

On November 28, 2018, City staff received competitive sealed proposals from vendors interested in providing biological nutrient removal equipment for Phase 1 and Phase 2 of the WWTP expansion project. Although Phase 2 of the project isn’t expected to start construction until 2021, the Phase 2 equipment was included with the Phase 1 procurement to allow the City to take advantage of the competitive bidding process for both project phases prior to standardizing on one equipment vendor.
