Discussion the Pflugerville Pforward Master Transportation Plan project update.

Summary
This item is to brief the Parks and Recreation Commission regarding the project scope of work, project schedule and public involvement opportunities regarding the Pflugerville Pforward Master Transportation Plan, which is data-driven and technically-based plan that identifies a network of transportation projects for the ultimate build-out of Pflugerville.

The plan identifies the greatest transportation needs for for all modes of travel through a short term Capital Improvements Program developed from a prioritization methodology based upon public input. The Plan establishes a set of implementable projects that integrates safety into all modes of travel and connects destinations in Pflugerville and the region.

The Plan process includes review of existing transportation policies and code in Pflugerville that apply to transportation systems to develop a new policy framework. The new policy framework will include recommended revisions to existing policies and addition of new policy where gaps exist. The policy framework will address topics including cross sections of streets that include all modes of travel, connectivity requirements, future transportation trends, and development contributions to the transportation system. This includes dockless mobility policies such as electric scooters use within Pflugerville, i.e. parks and trails.

Dockless mobility has been discussed with City Council with no firm direction provided, and is not anticipated to be discussed in that forum unless otherwise requested by the City Council in the future.

Public and Commissioners are encouraged to participate in the development of the master plan. While the first public meeting associated with this effort will be on Tuesday, April 30, 2019 from 5-8pm at the Pflugerville Public Library, everyone can contribute their ideas and comments for improving mobility options in Pflugerville via this...
