Title
Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, adopting the second amendment to the Fiscal Year 2019 Budget for the City of Pflugerville; and providing an effective date. (tenant improvements, merit redistribution).

Summary
The City's Charter, Section 9.04(a), allows for amendments to the budget for supplemental appropriations when revenues are available. During the fiscal year it may be necessary to amend the approved budget to allow for expenditures and revenues that were not anticipated at the time of budget approval. The attached summary includes additional details of the second proposed amendment to the FY19 budget.

The FY19 budget was adopted with a surplus of nearly $400,000, of which $299,086 remains available for allocation. On April 23, 2019, the City Council approved a resolution authorizing the City Manager to enter into a lease of the building at 103 N. Railroad Avenue. The building will be used for City offices beginning October 1, 2019, but requires modification of the space to suit that purpose.

The FY19 budget was approved with merit increases for all General Fund departments budgeted in the Administration Department and all Utility Fund departments budgeted in the Utility Administration Department. This budget amendment will reallocate the merit increase amounts throughout the department budgets and has no effect on the total approved budget.

The form for budget amendment ordinances was previously approved by the City Attorney's Office in February 2018.

Prior City Council Action
The FY19 budget was approved on September 25, 2018.
The City Council approved the first amendment to the FY19 budget on April 9, 2019.
This ordinance was approved on first reading on May 14, 2019.

Projected Future City Council Action
This ordinance will be considered for second and final reading on May 28, 2019.
