Title

Approve a resolution of the City of Pflugerville, Texas approving a Community Development Block Grant (CDBG) 5 year Consolidated Plan for 2019-2024 and an Annual Action Plan for Program Year 2019. 

 

Summary

The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  The City of Pflugerville became an entitlement community in 2013 and is currently developing the second 5-year Consolidated Plan and Annual Action Plan.  The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding.  The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities.  The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.  Potential activities, include but are not limited to, sidewalk installation or repair, street improvements, streetlights, parks, parks improvements and recreation programs for low- to moderate-income citizens and/or areas.

For the 2019-2024 Consolidated Plan the high priorities that are recommended are infrastructure and community service.  These priorities were determined based on a variety of feedback received from citizens, City Council, the Planning and Zoning Commission which serves as the CDBG Advisory Board for the City, service providers for Pflugerville and business and civic leaders in the community.  Infrastructure, specifically transportation, needs were consistently mentioned through community engagement received through the Analysis of Impediments (AI) to Fair Housing process as well as feed back received from service providers and civic and business leaders.  Infrastructure needs range from street repair to transit service and improved pedestrian mobility. The public service priority is a portion of the the Pflugerville CDBG program has grown over the course of CDBG within the city and has become increasingly popular as a positive service that serves Pflugerville children.  

 

Other priorities outlined within the Consolidated Plan included economic development, public buildings and facilities, housing and homeless needs, were all considered when drafting the Consolidated Plan and Action Plan and are all at some level of priority for the City however, considering feedback, history of the program, requirements of the program and limited resources received for the CDBG program, infrastructure and public service are the top priorities selected to best utilize the CDBG dollars received by the City.  The Consolidated Plan also incorporates the goals of the AI to work with regional partners to ensure fair housing in the region by continuing to work collaboratively on regional transportation issues, nurturing job growth, ensuring zoning codes address community housing needs, and ensuring access for people with disabilities, which will address all levels of priorities and will be considered for future Action Plans as needs arise. 

 

After consideration of the priorities and data in the Consolidated Plan, the recommended actions in the 2019 Action Plan include construction of Bellmeade Boulevard, design of Yellow Sage and continuation of the Youth Scholarship Program.  Outlined in the Action Plan also are two alternate projects which include design and construction of Frost Circle and design and reconstruction of Parkway Drive.

 

Public Hearings

Public hearings were held on June 25th and July 9th and no public comments were received at the meetings.  

 

Planning and Zoning Commission Action

The Planning and Zoning Commission serves as the CDBG Advisory Board and recommended approval of the 2019-2024 Consolidated Plan and 2019 Action Plan on July 15, 2019.

 

Deadline for City Council Action

All action regarding the 2019-2024 Consolidated Plan and Action Plan must be completed July 23rd in order to meet the required deadlines provided by HUD.
