Summary
The City Manager executed a professional services agreement with Halff Associates, Inc. on June 14, 2019 for 2019 Pflugerville Transportation Bond Projects Federal Funding Application in the amount of $39,810 to prepare and submit USDOT Better Utilizing Investments to Leverage Development (BUILD) application for funding for three roadways as part of the 2019 Pflugerville Transportation Bond program. Please find the agreement attached. This item is to consider a supplemental agreement to that agreement.
The proposed Scope of Services of the supplemental agreement delineates the items that Halff Associates, Inc. (Engineer) will provide to the City of Pflugerville (City) for the project development of three roadways as part of the 2019 Pflugerville Transportation Bond program. These three roadways are Picadilly Drive (Central Commerce to IH35 frontage road), Royston Lane (Grand Avenue Parkway to Central Commerce) and Central Commerce (City limits to Picadilly Drive).
The initial phase of this contract will consist of Preliminary Design Schematic for each of the roadways, environmental analyses, preliminary geotechnical analyses, traffic counts and projections and Subsurface Utility Engineering (SUE). The intent of the schematic level of design is to submit to the Texas Department of Transportation (TxDOT) for federal funding consideration. It is anticipated at the completion of schematic, the Engineer will then work with the City on the formal design for 100% Plans, Specifications and Estimates (PS&E) completion level during the next phase of plan development. The preliminary design schematic services are outlined into the following Tasks:

Prior City Council Action
Halff Associates, Inc. was one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting. By creating a prequalified list of engineering firms for transportation improvements projects, City staff will be able to move quickly to scope and kick off transportation related projects since the qualifications of the firm have already been vetted and the selection of the firm approved by City Council. Where required by City procurement requirements, future professional service agreements related to Transportation Improvements Projects in 2019-2021 will be brought forward for City Council consideration.
