Discuss and consider action to authorize the City Manager to approve the purchase of water treatment plant membranes from SUEZ Water Technologies & Solutions in the amount of $994,060.00.

Summary
Two (2) of the five (5) trains of membranes (filters) need to be replaced at the Water Treatment Plant due to damage caused by crushed native fresh water clams (not zebra mussels). The clams entered into the trains after a back wash failure of the Lake Pump Stations. After realizing the extent of the damage, staff consulted with Suez, the plant manufactures to perform a complete onsite evaluation of the plant’s membranes and an operational assessment. In the assessment damage was found in all five (5) trains, three (3) of them are operating within parameters and will be repaired and monitored, but two (2) of the trains have substantial damage requiring all the membranes (filters) in each train to be replaced.

Staff concurs with the consultant’s recommendations to adjust plant programming to prevent future occurrences and purchase replacement membranes for the two (2) trains.

SUEZ Water Technologies & Solutions is a sole source provider of the membranes that will be replaced. Membranes pricing is in line with a contract where SUEZ guaranteed this price for twenty (20) years subject to adjustment for inflation (consumer price index (CPI) All Urban Consumers according to US Bureau of Labor Statistics) or a maximum equivalent price per gallon of treatment capacity in the event that the module area/permeability etc. changes such that the same amount of feed water can be treated with fewer modules of the next generation design.
The contract for this pricing was entered into on May 1, 2003 and will expire May 1, 2023. The City has received pricing based on the contract from SUEZ Water Technologies & Solutions concerning this purchase with a price of $994,060.00 for the purchase and installation of the two (2) trains.
