Approving a professional services agreement with Pape-Dawson Engineers in the amount of $84,536.00 for professional engineering services associated with the Rowe Lane at FM 685 project

Summary
The design of this project will include the addition of a right turn deceleration and acceleration lane along FM 685 at Rowe Lane. FM 685 will be widened to the west by shifting northbound FM 685 traffic onto the left two lanes and the two through lanes and then striping in the acceleration and deceleration lanes.

This project has been on the horizon since 2015 as two Traffic Impact Analysis (TIA) reports indicated increased right turning volumes departing Rowe Lane onto FM 685, with heaviest peak volumes during the AM Peak. The April 1, 2015 Blackhawk Mast Traffic TIA resulted in an AM Peak of 502 vehicles, while the March 26, 2019 Parasla TIA results indicated 495 right turning vehicles off Rowe Lane. Also, to maintain consistency the City of Pflugerville requires acceleration/deceleration lanes where right turn volume exceeds 50 vehicle during the peak hour and TxDOT standards requires acceleration at 200 vehicles and deceleration at 50 vehicles.
The proposed improvements received approval for CO Funding in 2018 to install a right-turn deceleration and acceleration lanes on FM 685 Northbound frontage road. City staff has been coordinating with TxDOT, as they concur with the need for the improvements and an Advanced Funding Agreement will be discussed after the Preliminary Design has been completed to allow an Engineer’s cost estimate to confirm funding for construction of the project.

Prior City Council Action
Pape-Dawson Engineers is one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting.
