Discuss and consider action to approve a resolution creating a Locally Preferred Alternative (LPA) for development of the MoKan right of way.
Summary
The Capital Area Metropolitan Planning Organization (CAMPO) is conducting a subregional study, known as MoKan/Northeast Subregional Plan, for potential improvements to the MoKan corridor in conjunction with arterials in the northeast part of Travis County. The goal of the study is to explore various opportunities for improving regional connectivity by considering mutimodal concepts for MoKan that considered the region as well as the context of the communities in which MoKan is located. The final draft of this study is anticipated to be released by mid August. To date, the study has not considered options considerate of Pflugerville's context.
On August 20th the subcommittee that was formed in the summer of 2018 is anticipated to take action on the final draft. That action will be forward to the CAMPO Technical Advisory Committee (TAC) for potential action on August 26th. The recommendation from the TAC will then be forward to the CAMPO board for potential action on September 9th.
This resolution authorizes the City Manager to develop a locally preferred alternative for transportation options within the MoKan right of way that are considerate of Pflugerville's context. Staff proposes to utilize Kimley Horn for this effort as part of the Transportation Master Plan currently underway for the city.
Prior City Council Action
On July 9, 2019 during the City Council worksession, City Council discussed the CAMPO study for MoKan/Northeast Arterials study and requested that staff draft a resolution for consideration regarding potential options for transportation opportunities within the MoKan right of way.
