Title

Discuss and consider action to approve a resolution providing direction to staff regarding the evaluation of Kelly Lane intersections.

 

Summary

This resolution has been provided on the agenda for consideration to provide formal direction to city staff.

 

The Kelly Lane and Vilamoura Street intersection was studied by staff for traffic signal warrants in 2015 and did not meet any warrants. The intersection was studied again by staff in the fall of 2017 and the analysis was presented to the Council at the September 26, 2017 worksession. The study showed that the intersection just met two signal warrants. (See attached). An item was brought forward on October 10, 2017 for Council to consider approving the placement of a temporary traffic signal at the intersection. Following discussion regarding the need for further evaluation, the item was tabled. A study of Kelly Lane from Vilamoura Street to Weiss Lane was completed in the spring of 2018 and presented to the Council on April 24, 2018. (See attached) The data for the study was collected by CJ Hensch and was more reliable and accurate than the previous study. Staff made the following recommendations: 1.)For Vilamoura/Falcon Pointe to construct the Phase 2 Kelly Lane widening project; and to construct northbound and southbound right turn lanes with the widening. 2.)For Jakes Hill/Hidden Lake: to work with Travis County to repurpose the northbound and southbound approaches and to plan for a signal with the Phase 3 Kelly Lane widening. 3.)For Weiss Lane, to plan for a signal with the Phase 3 Kelly Lane widening. The staff recommendation was to forgo any signal construction or all-way stop installations until the full roadway project construction.

 

Prior City Council Action

At the September 26, 2017 Worksession, the City Council discussed a study of the intersection showing that the existing conditions met vehicular warrants for a traffic signal. 

At the October 10, 2017 Regular Meeting, the City Council tabled an item to consider approving the installation of a temporary traffic signal at the intersection.

At the April 24, 2018 Regular Meeting, the City Council received information from staff on a Kelly Lane Traffic Analysis between Vilamoura Street and Weiss Lane.
