Discuss and consider action to approve a professional services agreement with Johnson Mirmiran Thompson, Inc. (JMT) in the amount not to exceed $1,157,068.88 for professional engineering services associated with the design of Kelly Lane Phase 2 and Phase 3 from Falcon Pointe Boulevard (East) to Weiss Lane.
Summary
This agreement is for the design of Kelly Lane Phase 2 from Falcon Pointe Boulevard (East) to Moorlynch Ave. (3,650 LF) and for the 30% detailed schematic of Kelly Lane Phase 3 from Moorlynch Avenue to Weiss Lane (5,500 LF).
The Kelly Lane Phase 2 project includes design and construction phase services for widening Kelly Lane from a two-lane roadway to an urban four-lane divided section similar to the Phase 1 configuration. Design services include field surveying, preparation of right-of way acquisition documents, subsurface utility engineering, preliminary design, public outreach, environmental services, geotechnical studies, hydrologic/hydraulic analysis, landscaping and preparation of plans, specifications, and estimate (PS&E). This phase will also include design of a 30” waterline transmission line recommended in the City’s 5-YR CIP Water Master Plan to be extended along Kelly Lane.
The Kelly Lane Phase 3 project as described for the proposed scope of services includes a Detailed Schematic and cost estimate along the corridor from Moorlynch to Weiss Lane to determine engineering solutions to satisfy future widening of Kelly Lane entirely to Weiss Lane. The basis of the Schematic is to determine within 30% of the design for the full segment from Falcon Pointe Boulevard to Weiss, the value of the geometric alignment, typical section(s), right-of-way determination, utility conflicts, drainage analysis and other major engineering variables necessary to preserve for the future widening of Kelly Lane to Weiss Lane.
