Summary
The City's Charter, Section 9.04(a), allows for amendments to the budget for supplemental appropriations when revenues are available. During the fiscal year it may be necessary to amend the approved budget to allow for expenditures and revenues that were not anticipated at the time of budget approval. The attached summary includes additional details of the third proposed amendment to the FY19 budget.
Throughout the year, several significant repairs and special maintenance projects became necessary to the utility system. On July 9, 2019, the City Council awarded a construction contract for the Weiss Lane Lift Station Repair Project and authorized the City Manager to purchase water treatment plant membranes. In addition, increased wastewater flows required more chemicals and sludge disposal than budgeted. These amendments will be funded with projected wastewater revenue overages and budgeted net revenues.
The form for budget amendment ordinances was previously approved by the City Attorney's Office in February 2018.
Prior City Council Action
The FY19 budget was approved on September 25, 2018.
The City Council approved the first amendment to the FY19 budget on April 9, 2019.
The City Council approved the second amendment to the FY19 budget on May 28, 2019.
The City Council approved this ordinance on first reading on August 27, 2019.

This ordinance will be considered for second and final reading on September 10, 2019.
