Discuss and consider action to appoint three representatives to the Capital Area Council of Governments (CAPCOG) General Assembly.

Summary
The City of Pflugerville is over 50,000 in population and therefore qualifies for three positions on the CAPCOG General Assembly. Currently, Mayor Victor Gonzales, Mayor Pro Tem Omar Peña and Councilmember Mike Heath are appointed to serve on the General Assembly as the City of Pflugerville's representatives. This item has been included on the agenda to allow the City Council to review its representation and take action to change representation if desired.

All General Assembly Representatives are invited to attend CAPCOG's General Assembly Meeting to be held on September 11, 2019.

Only members of the CAPCOG General Assembly can be appointed to the CAPCOG Executive Committee. The appointments to the CAPCOG Executive Committee are made by CAPCOG. Councilmember Heath currently serves on the CAPCOG Executive Committee.

Prior City Council Action
The City Council took action on November 22, 2016, to appoint Mayor Gonzales, Mayor Pro Tem Peña and Councilmember Heath to serve as General Assembly representatives. The City Council reconfirmed these appointments on November 28, 2017 and November 27, 2018.

Prior to 2016, the City of Pflugerville had two representatives on the CAPCOG General Assembly. Jeff Coleman and Victor Gonzales were the long standing representatives, serving together from 2008 to 2015. On November 24, 2015, Omar Peña was appointed to serve with Jeff Coleman as the representatives. In 2016, the City of Pflugerville was provided with three representatives as it met the 50,000 threshold and on September 13, 2016, the City Council appointed Brad Marshall to serve as the third member.
