Summary
On August 27, 2019, the City Council approved a $1,157,068 professional engineering contract with Johnson Mirmiran Thompson, Inc. (JMT) for design services of the Kelly Lane Ph 2 and Ph 3 Improvement Project. Prior to approval, the Council discussed the alignment of Kelly Lane as it relates to Cele Rd at the Weiss Lane intersection. Council expressed concern with improving the offset intersection without investigating alternatives that might better connect the east-west corridor.
Staff agreed to bring a Supplemental Agreement at the September 10, 2019 Council Meeting that would include an alternative analysis of the Kelly Lane - Cele Road intersection. The supplemental work included with this agreement will develop potential alternative alignments for the improvement of traffic operations at Kelly Ln, Weiss Ln, Cele Rd and Hodde Ln. The analysis will be performed at the beginning of the project and should be completed by October 31, 2019.
Traffic Impact Analysis (TIA) fees will serve as the funding source for the alignment study scope as added to the Kelly Lane Phase 2 and Phase 3 professional services contract as previously approved by City Council during the August 27th meeting. City staff is also coordinating with Travis County for a forthcoming Interlocal agreement associated with the findings of the realignment study.
