Title
Approving a resolution authorizing Manville Water Supply Corporation to award a construction contract for a twelve inch water line along Pflugerville Parkway to the lowest responsible bidder of 3 bids received on August 28, 2019.

Summary
On March 19, 2014 the City of Pflugerville executed a wholesale water supply contract for the purchase and sale of wholesale water, for the termination of pre-existing contracts, and related matters. The contract amended prior agreements and allowed the City to consume the North Travis County Mud #5 (NTCMUD #5) into the City's CCN as well as purchase wholesale water on a "take or pay" basis six hundred eighty five thousand (685,000) gallons per day from Manville. As a part of negotiations the City agreed to construction of infrastructure to implement the contract, by which the city would fund the water line to meet the infrastructure to implement this contract as stated in section 2.03. The City will reimburse Manville for full cost of the work when it is complete and accepted by Manville. City staff budgeted for this project in the 5-year CIP plan and will be funded through the utility fund balance.  

 

The project includes 6,800 linear feet of twelve inch water line infrastructure to transport six hundred eighty five thousand (685,000) gallons of water per day from the Manville Church meter, along Pflugerville Parkway, to the east side of FM 685. Design for the water line began in April 2016, City staff collaborated with Manville during the design phase but Manville will serve as the lead during Construction Administration services with their Consultant Engineering project manager during construction. The City is responsible for funding the construction of the project and will provide management oversight with participation in attendance of the Pre-Construction and construction progress meetings, review and comment for Change Orders, review and comment for payment applications and material testing until the project has been completed.

 

City staff will perform an audit of the construction documents and payments in advance of approving final reimbursement for the completed project.  Manville is required to accept the completion of the infrastructure and request approval of the expense from the city in order to obtain reimbursement from the City. Construction is anticipated to take four months and although the City will not serve as the project manager a City inspector will be onsite to ensure coordination with the Manville Inspector for the duration of the project.

 

The attached bid tabulation shows the bid in which Nelson Lewis, Inc. of Marble Falls, Texas was the low bidder.
