Summary
The City of Pflugerville City Charter and Local Government Code (§102.0065) require that a public hearing be held on the proposed fiscal year budget before it is adopted. The required public hearing was held on September 17, 2019. The attached notice regarding the public hearing was published on the City website (www.pflugervilletx.gov) beginning August 30, 2019 and will continue until the adoption of the budget. The notice was also published in the Pflugerville Pflag on September 4, 2019.
At the September 17, 2019 meeting, the City Council took action to propose amendments to the FY20 Proposed budget; including: reducing the Capital Metro Pilot Program to $128,000, reducing the City Council budget to $6,000 and calculating resulting property tax and revenues. These changes result in a decrease of general fund expenditures in the amount of $172,810. The property tax rate revenues needed to fund the operations and maintenance budget, based on these changes is $18,353,159 which requires a tax rate of $0.5016/$100 valuation.
Exhibit A of the budget ordinance is the FY20 Proposed Budget as published on August 23, 2019 for public inspection as required by Texas Local Government Code 102.005. Copies of this proposed budget are available for public inspection at City Hall, the Pflugerville Community Library, and on the City website at https://www.pflugervilletx.gov/home/showdocument?id=6505.
Changes to the the FY20 Proposed budget published for public inspection are requested to be made in the motion adopting the FY20 Budget. The tax rate will be adopted in a separate item following adoption of the budget.
All required notices have been published. The City Attorney's Office has reviewed this ordinance and has approved it as to form.
Deadline for City Council Action
The FY20 budget must be approved prior to the approval of the property tax rate which has been advertised for Council approval on September 24, 2019.

A public hearing was held on September 17, 2019.
