Discuss and consider Water and Wastewater Impact Fee.
Summary
The purpose of the item is to provide input on the impact fee process for the water and wastewater utility and the rate that will be used to calculate the maximum allowable impact fees.
City staff has worked with Freese and Nichols, Inc. to revise the land use assumptions and CIP as required by Chapter 395 of the Texas Local Government Code.
Status
As required by Chapter 395 of the Texas Local Government Code, a Water and Wastewater Impact Fee Study considering the capital improvements included in the water and wastewater master plans is currently being conducted through the master planning process.
Projected Future City Council Action
Following further consideration by the Capital Improvement Advisory Committee (CIAC) City Council will consider the final report regarding the land use assumptions as well as a resolution setting the date of the public hearing for the adoption of impact fees.
Fiscal Impact
The City will realize a net positive fiscal impact if the ordinance is adopted.
Staff Recommendation
To recommend to City Council an updated water and wastewater impact fee that supports the utility CIP.
