Approving a resolution authorizing the City Manager to execute an Interlocal Cooperation Agreement for Public Health Services between the City of Austin and the City of Pflugerville.
Summary
Since late 2012, the city of Pflugerville has utilized a third party (Bureau Veritas) for the regulation of food establishments pursuant to the Texas Food Establishment Rules and inspection of public pools and spas. Prior to this engagement, Pflugerville had an agreement with the Williamson Cities and County Health District for many years.
Going forward, staff recommends a new approach by entering into an Interlocal Agreement with the City of Austin to perform these services. As noted below, the concept was presented last June to City Council to provide a general overview of the services available. While there is a cost to implement this agreement, the administrative obligations of the program will be handled by city of Austin staff and applications will be submitted directly to them as well. Implementation also provides for greater consistency of administration throughout Austin, unincorporated areas of Travis County and participating cities, such as Bee Cave and Lakeway.
Through this agreement, Austin's 311 system will be a seemless conduit for Pflugerville residents and customers to register concerns associated with food safety and food establishment issues as well as issues related to public pools and spas. A stakeholder meeting was held on October 3, 2019 at the Pflugerville Public Library.

A City Council worksession was held on June 25, 2019 in order to brief the City Council of the framework and purpose of the proposed interlocal agreement.
