Discuss and consider action to approve a Professional Services Agreement with LJA Engineering in the amount not to exceed $824,160.11 for professional engineering services associated with the E. Pflugerville Parkway/Jesse Bohls Extension/Realignment Roadway Project and authorizing the City Manager to execute said agreement contingent on approval and execution of the Interlocal Agreement with Travis County.
Summary
This project includes the preliminary engineering for improvements to E. Pflugerville Parkway and Jesse Bohls Road from Colorado Sand Dr to Cameron Rd. The project is in both the City and Travis County and an Interlocal Agreement with Travis County (on this agenda for consideration) outlines cost participation and identifies the City to provide the project management services for the Project. The City’s portion of the cost is $390,509.56.
The Project is about 4 miles in length with 55% within the City. Two sections (the portion east of Weiss and the portion near the intersection of Cameron Rd) will be new alignments to improve connectivity and to improve safety. Improvements include the design of an ultimate 4-lane urban divided parkway with trails and/or bike lanes. Included is an alternative analysis for the intersection and trail connections with the proposed Lakeside Meadows Development, installation of a water transmission main (a project recommended by the Water Master Plan), and H&H analysis of floodplain crossings.
This project limits from Colorado Sand Drive to Weiss Lane will be funded with Council approved Certificate of Obligation Bonds and the realignment east of Weiss Lane to Jesse Bohls was voter approved in the November 2018 bond election.
Prior City Council Action
LJA Engineering was one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting.
