Title
Approving an ordinance on first reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville Code of Ordinances Title IX (General Regulations), Chapter 95 (Parks and Recreation), Sections 95.20 through 95.28 (Parks and Recreation Commission Ordinance) by amending provisions affecting the Parks and Recreation Commission's membership, organization, dismissal, meetings and duties; providing that this ordinance shall be cumulative and repealing all ordinances in conflict; providing for severability; and declaring an effective date.

Summary
Since 1986, there have been six amendments to this portion of the city's Code of Ordinances. The most recent was in 2012 in which the Commission members were to also serve as the Tree Care Advisory Board. The City's Charter was amended in 2016 which removed the Parks and Recreation Commission from the Charter and replaced it with a separate Parks and Recreation Advisory Board. This board is to be appointed on an as needed basis to complete specific projects and to not be continuous. Such an advisory board was formed by resolution on January 22, 2019 to assist with the Recreation Center / Senior Center Needs Assessment and Feasiblity Study that is currently underway.

The Parks and Recreation Commission is preserved in the Code of Ordinances, Chapter 95. In recent review of this portion of the Code, various edits and revisions are recommended.

The purpose of this proposed ordinance is to update the overall sections of the Code and to restore text that had been inadvertently removed regarding the Commission's duties.

The Parks and Recreation Commission will review the proposed ordinance at their meeting on March 21, 2019.
