Discuss and consider action to award a construction contract for the Wastewater Treatment Plant Expansion Phase 1 Project and authorizing the City Manager to execute same.
Summary
Competitive sealed proposals were received from three (3) Offerors on September 26, 2019 for the referenced project.
The three (3) Proposals were evaluated by a selection team consisting of five (5) City of Pflugerville staff employees. Scoring by the selection team was made based on reviews of the Proposals by the members of the selection team. The selection team was assisted in their evaluation efforts by reports from the review team made up of staff members from the Owner’s Representative team (Plus Six Engineering) and Design Engineer team (Freese and Nichols) who were charged with review of documents and investigation of references submitted by the Offerors. The results of the selection process and scoring are shown in the attached Offeror Evaluation Worksheet.
The selection team determined that BAR Constructors, Inc., with offices in Lancaster, Texas, submitted the Proposal that provides the best value to the City. BAR Constructors, Inc. submitted a Proposal that offered the lowest proposed contract price and the earliest completion date. BAR Constructors, Inc. is an experienced wastewater treatment plant contractor and has successfully completed similar wastewater treatment plant expansion projects for other agencies.
It is recommended that a contract be awarded to BAR Constructors, Inc. in the amount of $41,863,737.95 to construct the Central Wastewater Treatment Plant Expansion, Phase 1 project.
Project Background
The City of Pflugerville is in the process of expanding the Central Wastewater Treatment Plant from its current permitted capacity of 5.3 MGD to 10.0 MGD (35 MGD peak two-hour flow) to meet the City’s needs based on historical trends and projected population growth.
