Summary
The National Oceanic and Atmospheric Administration (NOAA) completed a historical rainfall study, Atlas 14, which studied historical rainfall data to better understand our flood risk. This study extended the rainfall data through 2018 to develop new rainfall distributions and demonstrated that Central Texas is more likely to experience larger storms than previously thought. The City Engineering Design Manual (EDM) currently refers to rainfall depths published by the City of Austin and that do not reflect the Atlas 14 study results. As consultant to the City, Freese and Nichols developed Atlas 14 rainfall depths and intensity-duration-frequency (IDF) curve parameters for incorporation into the City of Pflugerville’s EDM. We propose to revise our rainfall distributions for design of drainage facilities such as storm drains and detention ponds and for determining the regulatory floodplain in future studies.
Prior City Council Action
The 2014 Engineering Design Manual and Construction Standards were adopted by City Council of the City of Pflugerville on February 24, 2015 by Ordinance No. 1206-15-02-24, and revised by the City Council of the City of Pflugerville, Texas, by Ordinance No. 1290-16-11-22.
The City Council approved the proposed ordinance on first reading on November 12, 2019.
