Title
Approving a professional services agreement with Plus Six Engineering, LLC in the amount of $2,954,744.00 to provide owner representative services associated with the Central Wastewater Treatment Plant Expansion Phase 1 Project and authorizing the City Manager to execute same.

Summary
At the October 22, 2019 City Council meeting, Council directed staff to itemize, re-assess and negotiate all fees presented by Plus Six Engineering for Owner’s Representative Services for the Central Wastewater Treatment Plant Expansion. In negotiation’s, Plus Six was able to reduce fees from their sub consultant, Kleinfelder, and reduce/remove prime expenses for travel mileage. The contract price was reduced to $2,954,744.00 from $3,120,920.00 a cost savings of $166,176.00.

Plus Six Engineering has been serving as Owner’s Representative during final design and bid phases for the Central Wastewater Treatment Plan Expansion since November of 2018.
Competitive sealed proposals were received from Contractors and a selection team from City of Pflugerville met and have recommended an award for construction contract for this project.
Plus Six Engineering’s team is needed to serve as the City’s representative and to manage and administer the construction contract for the benefit of the City. The scope of work for this project will include providing a Construction Manager, Resident Project Representative, Specialty Inspectors, Commissioning and Start-up specialists, support staff and materials testing lab for this project.
These services are necessary for construction of the Central WWTP Capacity Expansion Phase 1 project and will be funded with utility bond funds.

Prior City Council Action
City Council approved a professional services agreement with Plus Six Engineering, LLC at the November 27, 2018 City Council meeting to provide owner representative services associated with the Central Wastewater Treatment Plant Expansion Project.
