Approving the selection of LJA Engineering, Inc., Lockwood, Andrews & Newnam, Inc. (LAN), THC, Inc., Cobb, Fendley & Associates, Inc. and Seven Arrows Land Staff to provide On-Call Right of Way Services and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.

Summary
The City of Pflugerville solicited requests for qualifications for On-Call Right of Way Services in September 2019. City staff received eleven (11) statements of qualifications (SOQs) which were reviewed and scored. Staff recommends selecting five (5) of the eleven (11) responders for inclusion in our list of appraisal services. The top ranking firms from the scoring are LJA Engineering, Inc., Lockwood, Andrews & Newnam, Inc. (LAN), THC, Inc., Cobb, Fendley & Associates and Seven Arrows Land Staff. These consultant teams will be considered for appraisal services projects currently listed in the City's five (5) year Capital Improvement Program plan.
These scopes of work may include negotiation services, escrow and title coordination, and administrative services.
By creating a prequalified list of right of way firms for the City's five (5) year Capital Improvement Program plan, City staff will be able to move quickly to start the property acquisition process on all necessary projects since the qualifications of the firms have already been vetted and the selection of the firms approved by City Council. Where required by City procurement requirements, future professional service agreements related to right of way services will be brought forward for City Council consideration.
