Title

Discuss and consider action to implement near-term (2020) recommendations 1) restricting turns for the Kelly Lane at Vilamoura intersection and 2) installation of a traffic signal at Kelly Lane/Jakes Hill intersection. A combination of both improvements was recommended as necessary solutions for addressing the traffic safety and operations as public concerns.

 

Summary

At the October 8th City Council meeting staff received direction from council to review and confirm the near-term (2020) traffic safety and traffic operations on Kelly Lane at the Vilamoura and Jakes Hill intersections based on recommendations presented by the Engineering Design Consultant, DKS. Staff is presenting the right of way (R.O.W.) needs for installing the traffic signal at the Jakes Hill intersection. The existing R.O.W. width is approximately 75 feet, with a majority of the North side sufficient for installing a permanent traffic signal foundation while the South side does not provide sufficient room for a permanent foundation. City staff is considering a temporary traffic signal within the existing R.O.W. for use during the Kelly Lane Phase 2 roadway widening.

 

DKS presentation included a strong recommendation for both a traffic signal at Jakes Hill and restriction of left turns at Vilamoura as temporary measures to improve traffic safety and operations.  The left turn restrictions improvements can be installed at a cost of $20,000.00 combined with the installation of a Temporary Traffic Signal within the existing right-of-way (ROW ) at a cost of $200,000 and could be installed within seven (7) months from today’s date with approval of funds. The construction duration is anticipated for two (2) months.

 

City staff also requests clarification for the short-term (2025) An update on the recommended improvements include a roundabout at the Kelly Lane at Vilamoura intersection in order to incorporate the left turning movements recommended to be restricted with the near-term (2020) improvements and until widening of Kelly Lane Phase 2 improvements.  The proposed roundabout, if approved for consideration by city council, would be provided as inclusion for the Design Consultant (JMT) to add as an alternative to the Kelly Lane Phase 2 widening project.  As part of the Kelly Lane Phase 2 widening, JMT would determine the feasibility and appropriate design to incorporate for consideration of construction with other improvements.

 

There may be additional ROW and Design costs that would need to be included as part of the Kelly Lane project.  JMT and city staff would need to discuss and consider increased scope and costs for the Kelly Lane Phase 2 project and at such time review a Supplemental Agreement for further processing.

 

Upon approval of the near-term recommendations, staff will procure all contracts associated with the projects and where required by City procurement requirements, agreements related to the projects will be brought forward for City Council consideration. The projects will be funded through the City's Traffic Impact Analysis (TIA) fund.  

 

Prior City Council Action

On October 8th, DKS Engineering Consulting firm presented near-term  (2020) and short-term (2025) findings from a signal warrant analysis of traffic safety and traffic operations solution for Kelly Lane at the intersections of Vilamoura and Jakes Hill Road. DKS was retained. Staff presented an update regarding the Kelly Lane intersections at the August 13th, September 10th City Council meetings.
