Approving a resolution approving additional athletic field lighting for Hill Country Bible Church, located at 303 E Pflugerville Pkwy between Black Locust Dr. and Pflugerville Pkwy.
Summary
Hill Country Bible Church, located at 303 E. Pflugerville Parkway, owns practice fields that are leased to the Austin Texans Soccer Club. Hill Country Bible Church is requesting additional lighting for their athletic fields in order to allow for more flexibility in the practice space that currently exists on site. In 2010, the practice fields were constructed and athletic field lighting approval followed in 2011. At that time six light fixtures were approved for installation. The Hill Country Bible Church and the Austin Texans Soccer Club have requested three (3) additional athletic field light poles to be installed on the portion of the existing practice fields south of Hill Country Bible Church where lighting does not currently exist.
The height of the light fixtures are proposed to the maximum 60ft height which is the same height as the existing six (6) athletic field light poles on site. The new lighting would be installed 90' from the existing single family neighborhood and are limited in use to Monday through Thursday between hours of 5:30 p.m. and 10:00 p.m. at which time an electronic controller within the church will cut power to the lighting system at 10:00 p.m. The proposed additional lighting will comply with the illumination levels outlined in Subchapter 13 of the Unified Development Code.
Staff Recommendation
Staff recommends approval to allow for additional athletic field lighting at Hill Country Bible Church with the following conditions:
1. Only three (3) poles shall be installed as shown on the proposed site plan, equipment layout and illumination summary included with the application.
2. The proposed lighting shall be as provided in the application and subject to the conditions and minimum requirements outlined in the Unified Development Code.
