Discuss and consider action to approve an alignment alternative of Kelly Lane at Weiss Lane/Hodde Lane/Cele Road as presented by staff and Johnson Mirmiran Thompson, Inc. (JMT).
Summary
On August 27, 2019, the City Council approved a $1,157,068 professional engineering contract with JMT for design services for the Kelly Lane Phase 2 and Phase 3 Improvement Project. Prior to approval, the Council discussed the alignment of Kelly Lane as it relates to Cele Rd at the Weiss Lane intersection. Council expressed concerns with improving the offset intersection at Weiss Lane/Hodde Lane/Cele Road without investigating alternatives that might better connect the east-west corridor. Staff brought a Supplemental Agreement at the September 10, 2019 Council Meeting that included an alternative analysis of the Kelly Lane - Cele Road intersection.
The presentation will consider staff recommendation for aligning the east-west corridor that would provide for improved traffic operations and mobility. Evaluation of the options, and ultimately the recommendation, included input from Travis County staff. The alignment study was added to be included as a part of the Kelly Lane Phase 3 alignment schematic as approved by Council during the September 10, 2019 meeting. Based on Council directive to connect Kelly Lane at Weiss Lane/Hodde Lane/Cele Road JMT coordinated with City staff for review of multiple alternatives including a no build. The no build alternative is a standard intersection at Kelly Lane and Weiss Lane as previously proposed in the Weiss Lane construction plans. Each of the alternatives were reviewed considering the following criteria:
1. Opportunities for future growth
2. Avoiding environmental and cultural resources
3. Consistent with local land uses
4. Consistent with Engineering Design Guidelines
5. Least impact to current proposed Development under City review
Evaluating all alternatives and factoring cost, the attached alternative appears to benefit all criteria items noted.
Prior City Council Action
A professional services supplemental agreement with Johnson Mirmiran Thompson, Inc. for professional engineering services associated with the alignment alternative of Kelly Lane at Weiss Lane was approved at the August 27, 2019 City Council Meeting.
