Title
Approving an ordinance on second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville, Texas Code of Ordinances Title VII Traffic Code, Chapter 72 Traffic Schedules, Section II Speed limits on City streets to add provision for Weiss Lane; providing for a penalty for a violation of Chapter 70.99 as a Class C Misdemeanor and a fine in an amount not to exceed $200.00; providing that this ordinance shall be cumulative; repealing all ordinances to the extent they are conflict; providing for severability; and providing an effective date.

Summary
City staff utilized the TxDOT manual, Procedures for Establishing Speed Zones to establish a speed limit on Weiss Lane. The speed limit was never codified for Weiss Lane and was posted at 45 mph The need for minimum speed limits should be determined through an engineering and traffic investigation. A speed zone study for the Weiss Lane roadway was conducted on November 12, 2019 on the entire length of the roadway in both directions between Pecan Street and Kelly Lane at three different locations. City staff gathered data using a speed radar device during off-peak periods to capture travel speeds that were more likely to be considered free-flow, or unimpeded by the influence of other vehicles, to assess what an isolated driver would consider to be a reasonable speed to traverse the roadway.

City staff is proposing to amend Chapter 72 of our Code of Ordinances specifically relating to speed limits on city streets by establishing the speed limit of 45 mph on Weiss Lane. This action updates our ordinance to be in compliance with state law in order to enforce speed limits on city streets. The recommended speed limit is a result of a speed study.

The proposed amendment is establishing 45 mph and has been coordinated with the Pflugerville Police Department for upcoming installation, when approved.
